Diatom bloom if no bubbles, dinoflagellates if bubbles/snotty. Kinda looks like both to me right now but might be immature Dino’s.
 
I have been having it for the past 2 weeks. Also after i siphon some out, it came right back in front of my eyes(5 mins).

Snotty bubbly strands on the end? Or more flatter in features?

Those are not bubbles but rather sands that MP60 suck up from the sandbed. I look really close for bubble too.

It looks more like diatoms to me. Do you have any cerith snails or conchs? Try getting a few ceriths and put them on it and see if they eat it, if they do it’s diatoms if not could be something else
 
No ceriths right now but turbo and crabs eat them.

RO is good read 0. It must be from 'real reef rock' i added. What get me confused is why wont it go away since it has been 3 weeks.

If I’m not mistaken TDS meters don’t read silicates. But you also could be right that the rock itself has silicates and the diatoms arejust eating them. It’ll eventually balance out

Real reef rock, those thing cause so much problem. These man made rock keep leaching stuff even over a year in a reef tank.
Check your pH.
