Popeye on black damsel?

Is this popeye on my black damsel in my 72g? Never heard of it till now, if so how should I treat it? Thanks.

just got new seachem fish sulfaplex, will that help?

His eye is bulging and is milky white on his left side.

You can dose Epsom salt (1 tablespoon per 5 gallons) for the swelling. This treatment is reef safe.

However, the cloudiness could denote an infection and you may have to treat with an antibiotic (specifically Erythromycin) in a QT for that.
