The best way to build a High Tech FW Live Plant open top tank?

I was thinking 20-29 gal long but not sure about filter / lighting / heater, I got SW tanks and sumps but thins is all new....I just want to start with the basics, glass or Acrylic? Substrate, etc. I was going to do a biocube but they seem over priced and small, I really like the idea of an open top with floating plants assuming my fish dont jump out...any help from fellow reefers would be most appreciated! Around 300 hopefully I can get stuff second hand I'd like to start on Boston reefers and then resort to like eBay Craigslist Let It Go I built my last 75 gallon saltwater tank with a 75 gallon sump primarily with the help of Boston reefers and I had a blast doing it and I made some great friends
