Brown Spots on Cowfish... Any ideas?

My cowfish has bee acting tired, sitting at the bottom of the tank. I put him in another small 2 gal tank and I have been cycling the water with fresh water. First I treated him with paraguard. I noticed brown blotchy spots. Overnight alot of the brown is gone but he looks pale... Any treatment ideas? No he wont eat anything as I have been trying garlic as well...
