overdriven icecap 660 question

Is there an easy way to tell if my ballast is putting out like it's supposed to?

I'm was running 4 t5's in a 10" wide hood and it was extremly bright.When it was up it felt like you should put on tanning lotion Now I have a new hood that's 15"wide w/ a mh in the middle so there is a 5.5" space between the bulbs in the center where the mh is..The t5's just don't seem as bright.I'm not sure if it's from the spacing allthough I doubt it.I'm thinking bad connection or somthing.

If you have a amp meter you can see what the amp draw is.
