Anyone have any experience with magnetic ballasts?

I have two 150W Aquamedic Ocean light pendants. One of them burns much dimmer and slightly green compared to the other one. When I switch bulbs the pendants still look the same. When I swap ballasts the dimmer one follows whatever pendant that ballast is on. It fires fine every time. Anyone know what needs to be replaced?

It must be the ballast itself because if the capacitor was gone the bulb would fire and then go out or not fire at all.

Not really what I wanted to hear, I will check with the seller if they had any issue and go from there.
