new to this can i use tap water and treat it to fill my tank

Welcome to the BRS! No you should start with ro/di and continue to use it. Most straight tap waters have all kinds of heavy metals and other hazards that conditioners will not remove. If you look through the for sale threads there have been a couple of ro/di units for sale for cheap money.
