T-5 icecap wiring help.

Having trouble with an icecap 4300 24in retro fit kit, and it doesn't do anything when I plug it in. My question is if one of the bulbs are out would either of them fire up or would that maybe be the cause. One of the ends of the bulbs is loose, it wiggles around a little. Thanks.

I know that with the icecaps and VHOs, both bulbs must be installed for them to light. I would assume the T-5s would work the same way. So, yes... if one bulb is loose, it may not light any of the bulbs.
