The foam is foam insulation you spray it in the crack and it expands and fills them. Nice part is it is water proof for the most part.

FWIW: You can also use it to make fake wall of LR in a Nano tank

Use the anchor blocks, and then build as Liam described. The blocks are cheap, use 4x4 pressure treated for the legs. Build the outside frame of the top of the stand around the 4x4's level, and then cut the 4x4's off where that level is. Put another frame around the bottom of the 4x4's.
