That said, if the BTA is getting smaller it's most likely not getting enough light.
You can make up for that to some extent by feeding it. Small silversides are often reccomended, or personally I prefer to just squirt some mysis onto the tentacles when I feed the rest of my tank.

I have never kept anemones (except Aiptasia 
) so my advice is next to useless. I am just thinking that keeping good water quality is difficult in a tank that small. Could you run the normal test (PH, Cal, Alk, Nitrate, Phos, Temp, salinity) and post the results. Perhaps it is a water quality issue.
