I think I have around 60lbs. How much do I need? 1.25 to 1.75 lbs/gallon? Do in include the sump? I think my sump level (75 baffled down 4") will be about 60 gallons.

so, 112-157. I guess I'm looking for 60lbs to start.

if I include the 60g for sump, I need 75 more.

Well, there's not an easy formula, unfortunately.
The need for live rock (LR) depends on how high your bio load will be, and if you employ a deep sand bed (DSB) and a refugium.
The purpose of the LR is to provide a home for the micro-organisms (m/os) that convert ammonia to nitrite, nitrite to nitrate, and finally nitrate to nitrogen gas.
These same m/os will live in your DSB.
Then, competeing for nutrients could be the macroalgae one keeps in a refugium.
So, it's all a balance. If you have a DSB and a refugium, you don't need as much LR. If you don't use either a DSB or a refugium, you're going to want more LR.
Generally, I like to use 1 lb/gal of water. I'll also chuck a bit more in my sump, and use a refugium.
