Popeye in Singapore Angel

It seems that my singapore angel has popeye. One eye is bulging and cloudy than the other. Any recommendations on how to treat this?? What causes it?

Do we need to QT it as well? Cause right now we have a hippo tang in a QT tank that we're treating for Ich.

Is the Singapore angel a new fish?

yes it is a new fish, and now it's no longer in the QT tank with the hippo tang. The tang actually died yesterday. So the singapore angel is still in the QT tank by itself.
