Question regarding new 2nd tank

I am setting up a 2nd tank (28g Nano HQI), and I got a bag of 20lb black sand, I rinsed it out normally. Do I still need to cycle the new tank, or should I just be able to Move everything out of my original tank (rocks, fish, coral, etc), right into the new tank considering everything I am putting in is live?

Or should I cycle first?

Any help asap is greatly appreciated...

well it should be ok if your using your cycled water and rocks.....if i can help with anything call me....you should still have my number

Yeah I am using cycled water and rocks.... so I would assume it should be ok...
