Have the clowns been together since they were small? Or did you buy them as larger adults.
If they have been together since juvenile age, then they'll form a mated pair with one becoming larger and female, the other remaining male.
Unless they are two older clowns who don't appear to get along, I'd just give the hold-out some time. His mate will more than likely talk him into joining her in the anemone eventually.
