My orchid dottyback can no longer swim. I noticed he really didnt have a left fin and thought it got a little nipped but now both fines and his spine fin are all shredded. There's also two smudgy-looking brown spots on his body. Is this finrot? please help asap ill try to get a picture

Looks much worse than fin rot, pull that fish from your tank asap and closely monitor the rest of your fish.
What do you think it is?

Comparing it to what ive dealt with in past tanks... I'd say it's brook.... what other fish are in the tank?
2 clowns and a watchman goby
kind of aggressive but i've never seen them bother him

he was the most recent addition. I'd say I put him in about a month ago.
i guess it could be that brook thing you said, he can barely swim/ laying on the sand and hes gasping

What makes me think it's brook is the large white spots

He may not, he doesn't look very good but I'm hoping for you, also hoping the rest of your fish are ok.
