Possibly shutting down my tank, or upgrading

After adding a sailfin and angel my tank went down south real fast. The only fish the survived the ick outbreak was my purple firefish, diamond goby, and scooter blenny. A couple people convinced me now to give up and give it one more shot so im going to upgrade from a 60 to a 90 gallon reef ready tank. My only question at this point is would transferring the "three fish" i have remaining plus sand make ick present in the new tank as well?
 
I have read numerous times to keep a tank fishless for 8 weeks and the ick will die off. So could i QT firefish, diamond goby, and scooter blenny? Would that reduce my odds of transferring ick to an unhappy fish in new tank?
 
If i transfer rock/sand and inverts to new display while i QT the rest that would basically be like starting from scratch wouldnt it?
